2. Job Objective:
To provide advice on all procurement related activities covering procurement planning, supplier management and
planning, contracts, purchasing, spend analysis and cost optimisation, and ensure the effective execution of the
procurement plan in line with NPO’s interests.
3. Key Responsibilities/Duties:
Strategic:

Operational:
● Oversee the development and implementation of the procurement policies, processes, frameworks, tools
and templates.
● Oversee the development of NPO’s annual procurement plan, implementation milestones and
performance metrics in coordination with NPO functions.
● Ensure the engagement with relevant NPO functions to identify and develop the preferred list of suppliers
and initiate the prequalification and registration process.
● Build and manage strategic relationships with third party suppliers, monitor contract administration
against contract requirements and business needs, escalate any breach in contract to the Procurement
Section Head, and recommend corrective measures.
● Oversee and advise on the development of target KPIs for suppliers and conduct the performance
evaluation exercise in collaboration with relevant NPO functions in order to retain high performers and
secure high-quality deliverables.
● Provide required advice and support on the supplier database maintenance and updates.
● Oversee the development of studies about the latest changes to market trends and their implications on
NPO’s day-to-day operations.
● Recommend cost reduction strategies based on spending behavior and latest market trends and
predictions.
● Recommend strategic partnerships and alternative outsourcing delivery models to optimise costs.
● Ensure the collaboration and sharing of insights from the spend analysis and cost optimization exercise
with NPO functions to optimise spending behaviours.
● Lead the preparation of sourcing methods including developing RFPs, RFQs, RFIs, etc., ensuring adherence
to supplier selection criteria and selecting preferred suppliers.
● Lead all sourcing methods and ensuring full compliance with the approved policies and procedures.
● Promote effective competition between invited suppliers and ensure that the required services or
products are provided alongside the best quotation.
● Review framework agreements with suppliers including rate cards and volume limit contracts to facilitate
purchase orders and monitor call-off orders.
● Oversee the technical and commercial evaluation of received bids in coordination with relevant NPO
functions.
● Manage the formal communications of awards and ensure the completeness of all required supporting
documents for suppliers alongside getting the required approvals.
● Lead the development of purchase orders, contracts or variation orders, and ensure the effective
management of the overall contract lifecycle.
● Lead the disposal of assets in a manner that derives maximum value for NPO within the required
timelines in an ethical, legal and systematic manner.

4. Professional Experience and Academic Qualifications:
Professional Experience:
● Minimum of 8 years of relevant experience in developing and executing organisation-wide procurement
plans including developing procurement policies, processes, procedures, frameworks, tools, and templates.
● Experience in leading the development of annual procurement plans including associated policies,
processes, frameworks, tools, and templates.
● Knowledge and experience in developing procurement plans, managing relationships with third party
suppliers, monitoring contract administration against contract requirements and business needs, analysing
spend behaviour, and developing cost reduction strategies.
● Proficiency in English is required, and proficiency in Arabic is preferred.
Academic Qualifications:
● Bachelor’s Degree in Business Administration, Supply Chain Management, Industrial Engineering, or
equivalent.
● Master’s Degree in Business Administration, Supply Chain Management, Industrial Engineering, or
equivalent from an accredited university is preferred.
● Relevant Certification: Certificate in Procurement and Supply Operations, Certified International Sourcing
Manager, Certified Supplier Management Professional, Certified Procurement Professional, or similar
certification from an accredited institution is preferred.
