Key Challenges and TargetsBank has recently successfully concluded its post-merger integration earlier in the year. Based on a strategic decision, the bank has elected not to invest in major transformation or technology projects throughout the past two years.This leaves the organization ripe and in material need for major technology investments aimed at upgrading their core systems, elevate their digital platforms and transform their overarching infrastructure.The Bank is relatively stable and is the largest institution in the UAE market and the region and as such is a critical component to the market’s and region’s financial stability. The technology strategy and its implementation should certainly be made within this context. Responsibilities As a member of the senior management team, the CTO will play a key role in the formulation of the Bank’s business and digital strategy. Proactively advise senior management team on the emerging technologies and digital trends that are most relevant to the Bank’s goals and evolving needs. Support in determining capital investment parameters, priorities and risk for enterprise-wide IT initiatives to maximize the return on investment. Direct the design, planning, implementation and maintenance of the infrastructure that supports the Bank’s operations and business applications. Establish metrics for managing IT effectiveness and for measuring the impact of IT on the business. Evaluate technology platforms on offer against user needs, both present and future taking into consideration the expected technology advancements for cost effective viable system solution. Customize and implement technology solutions purchased to ensure they support the Bank’s operations in a smooth and efficient manner. Analyse resource utilization and fine-tune, where necessary, technology landscape to meet the Bank’s specific needs, flexible to cater for future changes. 5. Position Provide leadership, technical guidance and support to overseas units to ensure the smooth functioning of IT centres at international branches. Manage all mission critical technology components on an on-going basis to ensure uninterrupted trouble-free data delivery aimed at minimal disruptions to the business and any consequential financial implications. Design and implement access controls on the hardware and systems within IT, and in the systems provided to the users, to ensure data integrity and prevent frauds/misuse of the systems. Manage strategic relationship with vendors to build consistent, responsive and trusted collaborations in creating value for the Bank. Implement technology standards, including adherence to Data Protection Act. Ensure that storage, archiving, backup and recovery procedures are functioning correctly. Direct the conceptualization, planning, development and testing of new IT solutions and architecture in order to ensure capturing of business requirements (telecom & ICT businesses) and facilitate effective implementation as per defined quality/industry standards and business requirements. Set and measure business objectives, targets and support IT strategy executions and provide timely performance reporting based on department KPIs balance scorecards and department roadmaps. Creation and Execution of the ICT Strategy Lead the delivery of all large-scale and complex ICT projects. QUALIFICATIONS & EXPERIENCE: Minimum Qualification An advanced degree in a related field, such as computer science, engineering and / or business (MBA) is preferred.Minimum Experience 15 -20 years of relevant ICT leadership experience. 10 years+ in IT planning / change management. 6 years in multinational organizations at the senior managerial level, managing large and complex ICT functions. Worked in a global, agile environment. Advanced people management, team leadership and project management skills and experience Extensive knowledge of automated systems including software, hardware, telecommunications and in particular, information technology architecture in a banking environment. Excellent spoken, written and presentation skills.
