2. Job Purpose and Key Responsibilities:
Job Purpose:
• The purpose of this role to manage and oversee the stages of projects delivery, including initiation, planning and
execution using leading PMO delivery frameworks and standards. In addition to ensuring that all institutional &
operational excellence measures are being adopted and implemented across the organisation.
Key Responsibilities:
PMO (incl. change management) and operational/institutional excellence:
• Implement and oversee all project planning activities, facilitate the definition of project scope, goals and
deliverables; define project tasks, resource requirements, project plans, risks and budget
• Support in monitoring and controlling project budget within agreed plans, including activities, resources, costs,
roles, responsibilities and measurement framework
• Lead the development of frameworks and guidelines for project management
• Build the employees project management capabilities through the delivery of learning interventions
• Lead the identification and promotion of the use of proven project management tools and techniques (e.g. Gantt
charts)
• Evaluate the possibility and feasibility to implement priority initiatives and develop the implementation plan
accordingly
• Lead the management of key initiatives/special projects and monitor of the performance of these projects against
set KPIs
• Develop a change management strategy based on a situational awareness of the change and the groups being
impacted by the change
• Handle all resistance to change across Organisation by targeting specific change tasks and change owners
• Design and conduct change readiness assessment and evaluation results on the progress of change and provide
recommendations or corrective actions as and when required
• Review and manage the work of consultants brought in for a particular priority initiative and provide them with the
support required
• Review and discuss Organisation’s strategic initiatives and project on a regular basis
• Manage communications among project team members and other stakeholders
• Monitor the appropriate and timely documentation of all project related artefacts, including lessons learned and
pursues opportunities for knowledge transfer
• Support the Director in the development of an organisation-wide framework and supporting guidelines for
managing projects based on best practices and internationally recognised methodologies and oversee the
implementation of project management standards across Organisation
• Monitor overall project management and operational excellence practices and ensure uniformity and consistency
in applying practices of project management across Organisation
• Actively manage relationships with diverse key internal stakeholders to ensure understanding and commitment to
project and program objectives
• Assist in the preparation and issuance of request for proposals (RfPs) for suitable vendors and service providers
related to internal team driven initiatives
• Take ownership of the quality of project related data and make corrective actions to always ensure quality and
integrity of data and information
• Take ownership of initiatives change management related activity, including communication and stakeholder’s
engagement.
• Manage the project management and reporting system, including making key updates, tracking and making sure
the standards are being adhered to.
• Take the lead on management reporting, including building executive dashboards (using digital dashboards) and
presentations.

• Take the lead on the implementation of institutional related initiatives such as governance framework, P&P and
other related standards.
• Take the lead on documenting key lessons learnt from each project and manage the knowledge management
system and the information.
• Build and implement frameworks to ensure institutional excellence, such as structuring frameworks for P&P, ISO,
cultural excellence and other measures to ensure the efficiency and effectiveness within the organisation.
3. Working Relationship:
Job Purpose:
• DG Office – To provide project brief and agree on
reporting requirements.
• NPO departments – to communicate PMO related
frameworks and operational excellence standards.
4. Competencies:
Knowledge:
• Bachelor’s Degree in Business Administration, International Management, Operations Management, Financial
Management, Marketing or equivalent
• Relevant Certification: Project Management Professional, Six Sigma or similar certification from an accredited
institution
Experience/Skills:
• Minimum of 6 years of relevant experience in project management, management consulting, or operations
management
• Experience in managing projects/initiatives, including task allocation, performance monitoring and benefits
realization management
• Strong PMO, Reporting, Change Management, Risk and Governance experience
• Proficiency in Arabic and English is preferred
• Experience working with the government
• Solid communication, written and verbal, with the ability to present data and information visually in presentation
• Strong IT skills – experience managing and using Project Management Information Systems (PMIS), creating
reports in Excel using formulas and other dashboarding tools such as PowerBI.
• Ability to work to demonstrate flexibility whilst working to tight deadlines, in a fast-paced and challenging
environment
