1. General Information:

Strategy & Performance Management

2. Job Objective:
To lead all strategy and performance management related activities including developing and implementing NPO’s
purpose, promise and principles, strategic initiatives, roadmap, institutional performance management framework and
quality and process management and optimisation frameworks and guidelines, as well as cascading the corporate
strategy into functional business plans in collaboration with NPO functions to support the achievement of its objectives.
3. Key Responsibilities/Duties:
Strategic:
• Lead the development of each section’s strategy and prioritise initiatives and plans to ensure their alignment
with the overall strategy.
• Lead the development and review of each section’s plans, policies, and programmes to ensure improvement
in the section’s performance and achievement of its objectives.
• Lead the development of the annual budget for each section in line with the overall plan.
Operational:
• Lead the strategy visioning process in collaboration with relevant internal stakeholders by planning and
facilitating strategy visioning workshops to support the formulation of NPO’s strategy.
• Lead the development and implementation of NPO’s strategy including purpose, promise and principles, and
related policies, processes, and templates.
• Lead the development and implementation of NPO’s strategic initiatives in line with the strategic plan.
• Lead the development and implementation of the strategic roadmap to support the achievement of NPO’s
objectives.
• Review and refresh NPO’s strategy periodically as and when required, based on the insights derived from the
performance reports as well as the overall shifts in regulatory, financial, and cultural environments.
• Lead the development and implementation of NPO’s institutional performance management framework
alongside the policies, processes, tools and templates, and ensure alignment and compliance with the strategic
direction and plans to support the achievement of NPO’s objectives.
• Lead the development and implementation of quality and process management and optimisation frameworks
and guidelines to enhance quality and achieve institutional excellence.
• Cascade the corporate strategy into functional business plans in collaboration with NPO functions.
• Support NPO functions in developing their functional strategies and operational plans, and reviewing them to
ensure alignment and compliance with NPO’s strategy.
• Lead all stages of designing, modeling, executing, and monitoring performance to effectively implement the
institutional performance management framework within NPO.
• Identify key performance indicators, and guide and facilitate the performance evaluation of NPO functions
against the set objectives and KPIs.
• Lead the development of consolidated performance reports and executive presentations, and raise them to the
Strategy Management Office Director.
• Lead the assessment of processes on an ongoing basis, and provide recommendations to enhance their
quality, efficiency, and effectiveness.
• Support all internal stakeholders in establishing a culture of continuous improvement and ensuring that all
actions and decisions comply with the quality and process management and optimisation frameworks and
guidelines.
People Management:
• Lead the development of the workforce plans and recruitment requirements for positions within each section.
• Lead the workload of staff within each section through the appropriate delegation of work.

• Lead the performance of subordinates within each section on an ongoing basis and monitor the performance
reviews against agreed goals and competencies.
• Lead the training and developmental activities for each section to ensure that all staff members are
adequately skilled to perform their roles and responsibilities, and coach and mentor subordinates .
4. Professional Experience and Academic Qualifications:
Professional Experience:
• Minimum of 6 years of relevant experience in institutional strategy development, performance management,
and institutional excellence.
• Experience leading strategy and performance management functions including developing and implementing
institutional strategies and plans, performance management frameworks, as well as frameworks and
guidelines for quality and process management and optimisation.
• Knowledge and experience in translating corporate strategies into functional business plans, developing
strategy related policies, processes and templates, evaluating overall business performance against set
objectives and KPIs, and enhancing quality and organisational excellence.
• Proficiency in English is required, and proficiency in Arabic is preferred.
Academic Qualifications:
• Bachelor’s Degree in Business Administration, International Business Management, Engineering, or
equivalent.
• Relevant Certification: Certified Strategy and Business Planning Professional, Certified Performance
Management Professional, or similar certification from an accredited institution is preferred.
